About Bac-Flo Unlimited, Inc.

Bac-Flo Unlimited, Inc. is a consulting and education firm approved by the Texas Commission on Environmental Quality (TCEQ) and Texas State Board of Plumbing Examiners (TSBPE).  Bac-Flo Unlimited, Inc. was established to train backflow prevention assembly testers and assist enforcement agencies, including private and public entities, with protecting potable water supplies. 

Our instructors are qualified as national American Backflow Prevention Association proctors and maintain national testing licenses. Additionally, they are licensed in their field and have extensive hands-on experience in the backflow prevention industry as it regards to all water related areas. Each instructor also maintains a current National American Backflow Prevention Association testing license.

Troy Baird

Troy Baird is a licensed irrigator and licensed master plumber who holds the water supply protection specialist endorsement. He is certified by the American Backflow Prevention Association as a backflow prevention assembly tester and proctor, and is recognized by the University of Southern California as a cross connection control specialist. 

Troy received his bachelors degree in management from Texas State University and is licensed as a certified public manager. He has been a TCEQ approved cross connection control instructor for more than 20 years with experience in testing, troubleshooting and repairing various sizes of backflow prevention assemblies. 

Troy has conducted numerous cross connection control surveys with shut down and dye testing for separation assurance along with being directly involved with lead solder sampling and abatement processes. Troy sits on the board of directors of the American Backflow Prevention Association.  

Fred Baird

Fred Baird, lead instructor and chief technical consultant, has been in the backflow prevention industry for over 40 years. He developed and enforced San Antonio Water System’s Backflow Prevention Program and has investigated hundreds of cross connections and backflow incidents. 

Some of the events and committees Fred has been involved with include: the American Water Works Association’s Cross Connection Control Manual Revision Committee, APBA Training and Education Committee and the TCEQ Cross Connection Control Work Group. 

He is past Director of ABPA Region IV and has conducted backflow prevention training courses in Texas for more than 35 years. 


Bruce Rathburn, also a Bac-Flo Unlimited instructor, has been associated with the construction and backflow prevention industry for approximately 30 years. He currently enforces San Antonio’s Cross Connection Control Program and is responsible for potable recycle water separation requirements in the San Antonio area. Bruce has served as president of the San Antonio ABPA Chapter and sits on the Board of Directors. He maintains a TCEQ Water Utility License and ABPA Proctor License. Bruce is a member of the TCEQ Cross Connection Control Work Group and is the past President of the American Backflow Prevention Association.
